"We were able to get in their locked doors and set up a relationship. Once it's offered, it's done," said Officer Daniel Champagne.
Two alleged prostitutes were taken into custody, and investigators said the spa may be involved in both human trafficking and forced prostitution.
In the raid, police arrested 63-year old Naim Chin Paik Vanderwood and 53-year old Puson Hutcheson on two counts of prostitution each.
And police said the U.S. State Department is investigating whether the spa was part of a human trafficking ring. Officers said vehicles were found from New York -- where human trafficking is prevalent -- during the investigation.
The bust was the talk of Changes Hair Salon, located below the massage parlor.
"They're very quiet upstairs," said Sandy Mingui. "Don't know what they do up there."
Stylists said it was almost all men who went inside New Seoul Spa, so the arrests weren't a total shock.
